CUMBERLAND COUNTY: Authorities were shocked to find Parham's DNA all over the crime scene of an unsolved brutal murder. In 1998, Theodora Cooper, a woman who lived in Landover, Md., was found dead in her apartment. Theodora's boyfriend came to see her, after not hearing from her all day. When he walked in, he discovered her lifeless body. She had been stabbed at least 30 times. After thoroughly investigating, no suspects came onto their radar and cops were forced to consider it a cold case. But then, Parham's DNA test results linked him to the crime scene and cops ordered an additional blood test to confirm the results. Sure enough, the results linked Parham again to the crime. But when they went to charge the inmate for the murder, he wasn't in prison. Parham had been released less than a week earlier.
