Former Durham City Manager Indicted in S.C.

A former Durham city manager who left amid criticism of her job performance was indicted for misconduct as town manager in Atlantic Beach, S.C., according to the Mayor Pro Tem.

ATLANTIC BEACH, S.C. — A former Durham city manager who left amid criticism of her job performance was indicted for misconduct as town manager in Atlantic Beach, S.C., according to Mayor Pro Tem and Atlantic Beach councilwoman Charlene Taylor.

A grand jury indicted Marcia Conner Thursday on two charges of misconduct in office and one charge of violation of an employer's obligation to a police retirement fund, Taylor said.

Conner stepped down as Durham's city manager in January 2005 after pressure from the City Council and residents over her handling of city contracts and of a botched search for a police chief.

In Atlantic Beach, Conner was accused of using funds in police officers' retirement accounts for other town expenses.

The town's mayor, Irene Armstrong, was removed from office by Gov. Mark Sanford after she was also indicted on bribery and misconduct charges.

Atlantic Beach police officers did not get paid Friday and said they might not show up for work Monday if the City Council can not figure out how to pay them.

Conner has until Monday to turn herself into law enforcement before an arrest warrant is issued.
