3 teens charged with making explosive devices

Three teens have been charged with making an explosive device and throwing it into a local yard, police said Monday.

Hampton Bell, 16, has been charged with a misdemeanor, and two 15-year-olds have been charged in juvenile petitions, police said.

The three teens created a device that would explode when a chemical came in contact with a plastic bottle, police said.

The device was thrown into a yard on Woodstock Road on Saturday afternoon while a mother and two children were outside, police said. No one was injured, and police said the woman and children weren't targets in the incident.
