Davis said at a news conference Thursday the corruption surrounding the Locklear case is so widespread that he has asked the U.S. Justice Department for help sorting it out.
"The original investigation itself was intentionally misdirected by local law enforcement, intentionally diluted to give the impression that one thing was happening when other things were happening," Davis said.
Authorities say someone abducted 5-year-old Brittany Locklear from her school bus stop in January 1998. Authorities later found her body in a drainage ditch.
"We have reason to believe that it was not a random kidnapping as one would expect it was," Davis said. "There are concerns also that the timing of this death, the timing of this kidnapping, the timing of the investigation -- all were around political motivation."
Brittany Locklear's mother, Connie Chavis, said she believes Davis has his own political motivations.
"Everybody knows that there is no love lost between me and him. He has put me through a lot. He has had four years," she said. "He used it to get elected and he is trying to use it to get re-elected, and I don't appreciate it."
Davis said former Sheriff Wayne Byrd mishandled the original investigation. Byrd responsed by saying, "Davis doesn't have his facts straight."
