HOKE COUNTY, N.C. — Investigators say they are starting from scratch in the Brittany Locklear case.
Hoke County Sheriff Hubert Peterkin is hoping a new task force can find her killer.
In 1998, the 5-year-old child was kidnapped from her bus stop, raped and killed. Investigators found Locklear's body in a drainage ditch.
The task force plans to re-interview as many as 100 people, including witnesses, possible suspects and family members.
